What We Offer

A building can be well-designed on paper and still fail during construction. Material substitutions, incorrect rebar placement, duct routing that deviates from coordination drawings, waterproofing applied to wet substrates — these are problems that happen on site when there is no qualified supervision present to catch them. In Dubai's construction environment, where multiple contractors and subcontractors operate simultaneously under compressed timelines, independent supervision protects the owner's investment by verifying that what gets built matches what was designed and approved.

At MERKA, project supervision is carried out by the same engineering team that produced the design. Our site engineers know the structural calculations, the MEP coordination logic, and the architectural intent behind every detail — because they were involved in creating them. This continuity between design and supervision eliminates the information gap that typically exists when a separate supervision firm is appointed.

Site Inspection & Quality Control

Our engineers conduct regular site inspections at frequencies matched to the construction phase and activity criticality. During substructure works, inspections focus on excavation levels, soil bearing verification, formwork alignment, rebar placement, and concrete pouring procedures. During superstructure and finishing phases, inspections shift to slab levels, blockwork alignment, waterproofing application, MEP rough-in compliance, and finishing quality.

Each inspection is documented with site reports, annotated photographs, and non-conformance records where applicable. We maintain a running log of inspection findings so the project team can track resolution of open items across the construction timeline.

Quality control covers material verification against approved submittals, workmanship assessment against specification requirements, and dimensional checks against approved construction drawings. We do not sign off on concealed works — rebar, waterproofing membranes, MEP rough-ins — until they have been physically inspected and confirmed compliant.

Shop Drawing & Submittal Review

Contractors produce shop drawings and material submittals throughout the construction process. We review these against the approved design drawings and specifications, checking for dimensional accuracy, material compliance, coordination with other disciplines, and constructability. Reviews are returned with clear accept, revise, or reject markings and technical comments that explain the basis for each decision.

For MEP systems, submittal review includes equipment data sheets, duct and pipe sizing verification, electrical panel configurations, and fire protection equipment specifications. For structural works, we review rebar shop drawings, steel connection details, and precast element drawings against the design engineer's calculations and detailing standards.

Progress Monitoring & Reporting

We track construction progress against the approved project schedule and report deviations to the client and project manager. Progress reports include completed activities, work in progress, upcoming milestones, weather and site condition notes, manpower counts, and any delays or disruptions observed.

Where schedule slippage is identified, we document the cause, assess the impact on downstream activities, and provide recommendations for recovery. Progress reporting frequency is agreed at project start and typically ranges from weekly reports for active construction phases to monthly summaries during slower periods.

Authority Inspection Coordination

Construction projects in Dubai require inspections by multiple authorities at specific stages. Dubai Municipality conducts structural inspections at foundation, column, slab, and completion stages. DEWA inspects electrical installations before energization. Dubai Civil Defence inspects fire protection systems — fire alarm, sprinkler, and suppression — before issuing the fire safety certificate required for building completion.

We coordinate these inspections by confirming that site works are ready, scheduling the inspection with the relevant authority, accompanying the inspector during the site visit, documenting their comments, coordinating any required corrections with the contractor, and arranging re-inspections until approval is obtained. Poorly prepared authority inspections lead to failed visits, repeat scheduling, and project delays — we prevent this by verifying compliance before requesting the inspection.

Structural Supervision

Structural supervision covers excavation and shoring works, foundation construction, column and slab pours, post-tensioning operations, and steel erection. We verify rebar placement, cover, lap lengths, and pour sequences against the structural drawings. Concrete cube samples are witnessed, and we track cube test results to confirm compressive strength compliance.

For projects with post-tensioned slabs, we verify tendon profiles, anchorage details, and stressing records. For steel structures, we check connection bolt torque values, weld quality, and erection tolerances against the approved shop drawings and project specifications.

MEP Supervision

MEP supervision covers HVAC duct installation, chilled water and drainage piping, electrical conduit and cable tray routing, fire alarm device installation, sprinkler piping, and plumbing fixture installation. We verify installations against the approved MEP coordination drawings and flag deviations before they become embedded in the construction.

Testing and commissioning oversight includes witnessing pressure tests for piping systems, insulation resistance tests for electrical installations, HVAC air balancing, fire alarm loop testing, and sprinkler hydrostatic tests. Test results are documented and compared against specification requirements before sign-off.

Architectural Supervision

Architectural supervision covers blockwork, plastering, waterproofing, tiling, joinery installation, painting, and external cladding or façade works. We verify levels, alignment, and finishing quality against the approved architectural drawings and material submittals. Wet area waterproofing is inspected and flood-tested before tiling proceeds.

For façade works, we check fixing systems, sealant application, glass specifications, and alignment tolerances. For interior finishing, we conduct pre-handover snagging inspections that identify defects and track their rectification by the contractor before the client's final walkthrough.

Testing & Commissioning Oversight

Before handover, all building systems undergo testing and commissioning to verify performance against design parameters. We witness and document testing for HVAC systems (air flow, temperature differential, noise levels), electrical systems (insulation resistance, earth continuity, protection device tripping), plumbing systems (pressure, flow rates, drainage), and fire protection systems (alarm, sprinkler, suppression activation).

Commissioning results are compiled into a handover package that includes test certificates, equipment warranties, operation and maintenance manuals, as-built drawings, and authority completion certificates.

Handover & Defects Liability Management

We conduct pre-handover inspections that produce a comprehensive snagging list for the contractor to rectify. Each defect is documented with location, description, photograph, and priority classification. We track rectification progress and re-inspect completed items until all snags are closed.

During the defects liability period (typically 12 months after handover), we remain available to assess reported defects, determine whether they fall within the contractor's liability, and coordinate rectification works.

Site supervision for villas, townhouses, and apartment buildings across Dubai Hills Estate, Arabian Ranches, Al Furjan, Mohammed Bin Rashid City, Tilal Al Ghaf, Jumeirah Village Circle, Palm Jumeirah, Yas Island, and Saadiyat Island.
